Diversion Hub Cuts The Ribbon on New MAPS4 Facility
The new 35,575-square-foot facility provides ample space to house staff and partners providing comprehensive support for people impacted by the criminal legal system.

Starting in 2018 as a pilot program for the Arnall Family Foundation, city leaders quickly saw the project’s potential impact on Oklahoma City’s criminal legal system. Taxpayers voted for MAPS4 and City Council unanimously approved inclusion of a new building for a diversion hub in the public-improvement plan as part of a partnership with the Foundation who would support operations with a grant for $20 million.

In 2020, Diversion Hub demonstrated its effectiveness at filling critical gaps as it began operating as its own 501(c)3 in its first rented location in Midtown Oklahoma City. As a pilot program, it originally addressed failure-to-appear warrants but expanded its scope to include justice navigation and case management as well as numerous onsite partners who assist with housing, substance use, mental health, employment, transportation, and many other supportive services. The organization has helped relieve pressure on the Oklahoma County Jail and supported many people on their journey to escape the cycle of incarceration.
The non-profit served 8,168 unique clients in 2025 and has expanded to include operations in Canadian and Cleveland Counties.
Operations are supported by endowments created by the Arnall Family Foundation and held at the Oklahoma City Communities Foundation.
"Diversion Hub's work has shown that it is more effective to guide people out of the justice system and support them on their way than it is to continue our over reliance on incarceration." said Sue Ann Arnall, Chairperson and Founder of Diversion Hub. "Diversion Hub can now serve more people and their families with dignity. This space will be the starting point for countless people looking for a better way forward."

In total, the Arnall Family Foundation has provided over $56 million to support Diversion Hub in addition to donating the land for their new building.
The ribbon cutting not only marks the beginning of a new chapter for the organization, but also the culmination of nearly a decade of dedication and support from Sue Ann Arnall. We are honored to celebrate alongside their clients, staff, and partners, and we look forward to seeing the positive change that Diversion Hub will make in our community for generations to come.
